Bellechester City Council

September 10, 2014

Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, and Jason Nurnberg also Clerk Lisa Redepenning and Treasurer Kyle McKeown, Dan Howard, Fr. Paul Kubista, and Char Von Knobelsdorff were also present.

Minutes of August, 2014 meeting were approved as written – a motion by Kim Gilsdorf and 2nd by Paul Reding to approve the minutes as written. Motion carried.

Bills were reviewed and a motion by Jason Nurnberg and 2nd by Kim Gilsdorf to approve and pay the bills as presented. Motion carried.

Public Forum – Char Von Knobelsdorff – discuss empty apartment utility charges. Wanted an explanation of charges. More discussion will be done in September. Travis Klindworth – rental of park for consignment sale in October. Motion was made to approve the rental of the park for consignment sale by Kim Gilsdorf and a second by Paul Reding. Paul Kubista introduced himself to the council. He is the new priest at St Mary’s Church in Bellechester.

Old Business:

Purchase of Legion Building – Review and Approve Contract – there was not update or action on this. Will be revisited in October.

Winter Road Maintenance Submissions – Review, Discuss & Decision. No response was received from Witmer on his submission. A motion was made by Kim Gilsdorf and a second by Paul Reding to accept Majerus Garage as our new snow removal service for the upcoming winter season. Motion carried. Rich Majerus abstained from the vote.

Preliminary Budget – Review & Discuss – Motion was made by Rich Majerus and a second by Kim Gilsdorf to set the budget at $55,000 for 2015 keeping the level the same as it was for 2014.

League of MN Insurance Appraisal Report – Review Appraisal Values on Page 4. Rich had several discussions with Flom questioning the coverage. Community center contents should be raised to $75,000 and question pump house.

New business:

307 1st Street Building Permit for Window Replacements. Motion was made by Rich Majerus and a 2nd by Jason Nurnberg to approve the building permit as presented. Motion carried.

Preliminary Levy – 2015 – Review, Discuss & Set – Preliminary Budget – Review & Discuss – Motion was made by Rich Majerus and a 2nd by Kim Gilsdorf to set Preliminary Levy for 2015 at $35,000 keeping the levels the same as it has been for 4 years.

Special Assessments for unpaid accounts – if any accounts are past due as of November 30th, they will be directed to the counties and put on your taxes along with an additional $25 assessment charge above and beyond your current past due amount. Please submit all payments promptly.

Clerk Report – Reviewed and Signed new ACH Contract with Bank – changes to verbage and usage due to Target breach. League of MN Cities Appraisal – please verify coverages for renewal on Page 4. The column that indicates current building value and current content values as of 6/1/13, is what the values were prior to the re-evaluation. The Hirons Content Value & Building Value is what they upped it to for the values from here on out. They want verification that these increased values are OK with us. PIO – Property in the Open. Election Training – one more recap session in Goodhue County on September 17th. Worker’s Compensation Audit – will be done on September 15th. 4th Quarter Utility Coupons will go out end of September. Dog License renewals – are due September 30th. Will be reviewing/updating/ following up on outstanding permits. To date, have received information on 8 dogs.

Treasurer Report – Gas Detector information was presented that was researched. Prices were approximately $600 for the unit. Kyle was directed to proceed with purchase, as it was previously approved by motion.

Water/Wastewater/Facility Report – Dan would like to flush hydrants September 27th. Discharge will be done September 15th. Mark Gerkens shut off will be replaced. Culvert by G & B – can we check the level to see how far we need to go for flow. Rich indicated we can go in with a skid loader to dig it out. Infotech will be here to do jetting when they are in the area. Dan will discuss the brush pile along the fence.

Mayor Concerns: None

Council Concerns: Legion building purchase – no progress has been made with Gorman. Tabled until October.

Motion was made by Jason Nurnberg and a 2nd by Kim Gilsdorf to adjourn the meeting Motion carried. Meeting was adjourned at 7:38 pm.

Candidacy Filings – Keegan Quinn filed for open Mayor position and Jason Nurnberg & Kim Gilsdorf filed for open council positions.






Notice is hereby given that the City of Bellechester will conduct Municipal Elections in conjunction with the State and Federal Election being held on Tuesday, November 4, 2014 for the offices of two (2) Council Members for a term of four (4) years each and office of Mayor for a term of (2) years.
