Bellechester City Council
October 8, 2014
Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, and Jason Nurnberg also Clerk Lisa Redepenning. Absent – Treasurer Kyle McKeown. Dan Howard, Mary Majerus, Kevin Majerus and Keith Nardinger were also present.
Minutes of September, 2014 meeting were approved as written – a motion by Kim Gilsdorf and second by Rich Majerus to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Kim Gilsdorf and second by Jason Nurnberg to approve and pay the bills as presented. Motion carried.
Public Forum – none
Purchase of Legion Building – Review and Approve Contract – Motion made to enter into agreement with the Bellechester Legion by Rich Majerus and second by Paul Reding. Motion carried.
League of MN Insurance Appraisal Report – Review Appraisal Values on Page 4. Rich suggested that the values be run by the Community Center board and Legion board for next year’s renewal. Motion was made by Kim Gilsdorf and a second by Jason Nurnberg to accept the insurance appraisal increase the values as quoted to us by Flom insurance. Motion carried.
Empty apartment Utility charges – Review, Discuss & Decision – It was recommended to switch to 1 full charge for first empty, $25 for each additional empty apartments. Motion was made by Paul Reding and a second by Kim Gilsdorf to accept these as the new utility charge for current apartment complex. Motion carried.
Dog License Renewals – Review & Update Kennel Licenses need to be obtained by the County.
Clerk Report – League of MN Cities Appraisal – To increase contents coverage at the pump house to $75,000 would be $70.00. To increase contents coverage at the community center to $75,000 would be $233.00. We currently pay $4109/year (which was paid in July). Kennel License – Kate Ryan inquired about needed a kennel license, since they have 4 dogs and the ordinance says one is required. I could not find much information on this. Any information on background is appreciated. More than 6 person household – we have a household that passes this threshold. Do we cap at 6 person? Jury Duty – I need to report on October 15th @ 11:00 in St. Paul. I’ll keep you updated. Quarterly Taxes filed and paid – Quarterly Sales Tax, Quarterly Unemployment, State withholding, & Federal withholding.
Treasurer Report – None
Water/Wastewater/Facility Report – One more discharge to do in Oct. Mains were flushed. Water license is expired end of November. Jetting was completed today with a few areas of concerns. Camera may need to be sent down next year to check out these areas. Everything seems to be in good shape. Gas meters are here. Air packs will be coming soon. While flushing hydrants, had some people expressed wanting minutes again so they could be notified. It was suggested to put a supply of minutes at the bank for residents to pick up. It will be posted as “Draft” until approved. Snow fencing was discussed for upcoming snow season. We need to purchase more snow fencing for help on second street with blowing snow. Motion was made by Rich Majerus and a second by Jason Nurnberg for Dan Howard to purchase needed snow fencing.

Council Concerns: Barking dog issues – residents will need to contact Goodhue County for all dog barking issues.
Motion was made by Jason Nurnberg and a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 7:18 pm.

Barking Dogs – there have been a few complaints about barking dogs. Please be aware that if you have a dog that is doing some excessive barking, the city does have ordinances against this. We ask that you show courtesy to your neighbors. If you feel that you need further help with this please call the Goodhue County Sheriff’s Department Non-Emergency number at 651-385-3155.
