Bellechester City Council
May 13, 2015
Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, and Jason Nurnberg also Clerk Lisa Redepenning as well as Dan Howard were also present. Absent was Council Member Kim Gilsdorf. Brian Gordon from Bellechester Tavern was also present.
Minutes of April, 2014 meeting were approved as written – a motion by Rich Majerus with a second by Paul Reding to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Jason Nurnberg with a second by Rich Majerus to approve and pay the bills as presented with Countryside Disposal being looked into as to why the raise in April’s bill. Motion carried.
Public Forum – Jody Gordon – pole in to hang light back up, privacy fence and also possibly a pavilion & liquor license renewal. Motion was made by Jason Nurnberg with a 2nd by Rich Majerus to approve the liquor license. 30’ electric pole wants to be put in with name. Privacy fence 6’ high w/o building permit. He inquired about 10’ poles with a 6’ foot fence on the gravel part of yard and 10’ from alley and in the back – will be temporary for summer for outdoor activities. 60 x 80 approximately in size. They want to block off the entire area so there is restricted access to this area for functions. They want to be able to block off the upper 4’ for functions only. Goodhue County is the final say in our permitting. Building permit will need to be done for this type of structure. A pavilion approximately 30 x 50 was discussed for Bellechester Tavern.
Baseball field shelter – Keegan received a quote.
Street Repair – Goodhue County was out to look at the streets. Culvert needs to be dug out to better allow for flow. Discussion was done on 2nd street and what can be done. Goodhue County will get back to us on a price.
Bellechester Signage – Discussion was made and it was tabled.
Goodhue County’s All Hazard Mitigation Plan Participation – Review, Discuss, Decide – if we had a major issue, we could be part of the Goodhue County’s plan. Motion was made by Rich Majerus to sign a statement of interest in the Goodhue County’s All Hazard Mitigation Plan with a 2nd by Paul Reding. Motion carried.
Performance Measurement Program Participation – Review, Discuss, Decide – Bellechester decided against participation.
Clerk Report – Goodhue County’s All-Hazard Mitigation Plan Update – They said we still could participate, even though our meeting was after their deadline. We just need to know if we wish to be included. Park Reservation – May 24th from 1pm – 4pm Teah Perez has reserved it – FYI.
Treasurer Report – 1 shut off notice will be sent.
Water/Wastewater/Facility Report – discharge is complete as of today. Minor vandalism of a window and some lights. Dan will order parts to repair. Sewer backup on Monday coming out of a manhole was repaired. There are some skunks causing problems at the pond. Fence was taken down and stumps are laying against the fence. It was suggested to document, fix and clean up the fence line ourselves. Dan will call Trent Witmer about cleanup and get the fence. Dan will get bids on cost for cleanup and fence repair.
Council Concerns: Rich would like to look into contacting 2 residences about homes that are abandoned.
Motion was made by Jason Nurnberg with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 7:46 pm.

Please remove brush and leaves from plastic bags prior to dumping it in the city brush pile.
2015 Garbage Pickup Service Guidelines – If there is a holiday that falls on a Monday, garbage pickup will be done the next day.
“Draft” copies of the full version of Council Minutes will be available at the bank lobby for residents to pick up after they have been completed. Official approved versions will still be posted on city website after council approves them and condensed version in Messenger.
Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town.
