Bellechester City Council

May 14, 2014

Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Richard Majerus also Clerk Lisa Redepenning, Treasurer Kyle McKeown and Dan Howard. Council absent – Kim Gilsdorf & Jason Nurnberg.

Minutes of April, 2014 meeting were approved as written – a motion by Paul Reding and 2nd by Rich Majerus to approve the minutes as written. Motion carried.

Bills were reviewed and a motion by Rich Majerus and 2nd by Paul Reding to approve and pay the bills as presented. Motion carried.

Public Forum – John Huneke- Possible sale of Legion Building. Discussion was done on the sale of the legion to the city for $1 with a stipulation that if bankrupt, it can be sold back to them for resale. Insurance rates are getting too high. They would reimburse the city for the Legion portion of our insurance. Would like to utilize the rates the city gets. Possible leasing back to the legion so they would be responsible for all current and future expenses they occur. Legion’s insurance is due July 1st. Tabled until next meeting when insurance costs and contract wording is drawn up.

Waste Hauler – Jordan Erickson introduced himself. He is starting trash removal service was interested in giving the city a proposal for hauling for us.

Old Business:

Snow Plowing for 2014—2015 Season – Rich looked up on LMC and it indicated we can do quotes versus bids since we are under $25,000, bids are acceptable. Private contractor can submit a price, equipment list and experience for services for winter time road maintenance for 2014 – 2015 season. Change on current list will be removal times. All streets passable by 6:00 versus fully cleared. Tractor/loader/front end loader equipment is needed. Do a year by year versus multiple year contracts. Contract will be drawn up after selection that shows rates and terms. Bids are due by July 1st. Ads will be put in papers.

Fund Financial Review Update – Transfers have been done.

New business:

Wabasha County Pictometry Project – Review, Discuss & Decision – Mayor Keegan Quinn showed what the current Goodhue County Law Enforcement has now and is available and has coverage for our city and updated regularly. Motion was made by Rich to not be included in project with a 2nd by Paul Reding. Motion carried.

League of MN Cities – Insurance Premium Options Renewal – Review

Utility Rate Review – tabled until next meeting.

Jason Sewer Sucking Service – Outhouse services for ball field – Discuss and Decision. Having the outhouse moved to playground worked well last year. Contact them to bring it right away.

Clerk Report – Pictometry Project – Wabasha County is considering contracting with Pictometry for a flyover in spring of 2015.

ACH for utility bills – tested transmission file with new and a total of 8 people have signed up for so far.

Website work has started and will be uploaded this week.

Election training with both counties has been signed up for.

Pet licenses process will be updated and changed. It will go out with quarterly coupon mailing in June to everyone.

2013 Budget transfers were done.

Utility Rate Evaluation information was distributed to council.

Treasurer Report – review will be done June 1st for late payments and letters will be sent.

Water/Wastewater/Facility Report – Water mains will be flushed May 24th. Muskrat issues have occurred in 3 areas that need repairing. Trapper thinks the muskrats have left and there are no traps out now. Jetting and camera view needs to be done. Dan would like to have 3 sections done as well as would like manholes raised also. Motion was made by Rich Majerus get quotes for the jetting and camera viewing of 3 sections as recommended by Dan with a 2nd by Paul Reding. Motion carried.

Mayor Concerns: Will seeding be done on land that was leveled. Rich said it was seeded. Cover and posts on the field needs to be replaced. Rich will contact 4H on replacement.

Council Concerns: Paul Reding indicated it’s been 90 days since new hires. Evaluations need to be done. A cone appeared on 2nd and Adam Avenue. Rich can remove and Dan can patch.

Motion was made by Paul to adjourn the meeting with Rich Majerus making a 2nd . Motion carried. Meeting was adjourned at 7:35.

Reminder – homeowners are responsible for the utilities that are due each month for their properties. This includes any properties that you rent out on a monthly/quarterly/yearly basis. If the rental becomes late, you will be billed and responsible for bringing the property utility bill up to date.

Dog Licenses – yearly updating of dog licenses will be included in your 3rd Quarter Utility Bill Coupons. You will have the option to make changes and/or additions to any pets in your household.
