Bellechester City Council
March 9, 2016
Meeting was called to order by Mayor Keegan Quinn at 6:31 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people Kim Gilsdorf, Rich Majerus, Jason Nurnberg and Paul Reding as well as clerk Lisa Redepenning, Treasurer Kyle McKeown and Dan Howard. Also present was Rhonda Priem.
Minutes of February, 2016 meeting were approved as written and a motion was made by Rich Majerus with a second by Paul Reding to approve the minutes. Motion carried.
Bills were reviewed and a motion by Rich Majerus with a second by Kim Gilsdorf to approve and pay the bills as presented. Motion carried.
Public Forum – Rhonda Priem – building permit request and Rich Majerus – AIR Dance Permit request. Motion was made by Kim Gilsdorf with a 2nd by Paul Reding to approve the building permit request for window replacement as presented. Motion carried. Motion was made by Kim Gilsdorf with a 2nd by Jason Nurnberg to approve the dance permit for May 7th. Motion carried.
Playground fill – discuss – Discussion was made to use the same fill as last time. Rich will look into the cost and availability and look for help in spreading.
Dog Bite Ordinance – discuss – The sample ordinance from Red Wing was available to review. Will be tabled and discussed in detail in April.
Chicken Inquiry – Boarding property line written permission from neighbors along with permit is what is needed.
League of MN Cities property & casualty coverage renewal – review and approve. Motion was made by Kim Gilsdorf with a 2nd by Jason Nurnberg to approve the renewal. Motion carried.
Repair of Streets – review & discuss – Rich talked to 3 people to give us a quote. LaCrosse – sealcoating company. They said that the streets are worn out – sealcoating would not do the job. Rich is waiting for call back. Most of the streets are in bad condition. Blacktop has a date of 30 years of wear. Rich will get a dollar amount estimate and bring to April meeting. Jason suggested the park parking lot also be looked at doing at the same time, if cost effective.
Ambulance Association Report & Update – Kim went to the meeting. The ambulance service is doing well financially, by not contracting out to other users for transports. Building maintenance repairs were done. Our bill is $700/year, which is the same as last year. They inquired about the status of defibrillators or Bellechester. We will get back to them.
Fire Association Report & Update – Rich reported that the levy has not been raised and they do not need any new equipment. Things look good.
Clerk Report – Utility Billing Quarterly Mailings will be sent this month – Board of Equalization meeting notice, council date change notice, spring clean up & mail in voting will be included in mailing; Water Grant – Dan and I are got the paperwork filled out to sent in to get the reimbursement ($7,465); Election Training – I’m starting to get some dates for this summer for training; Reminder – Board of Equalization meeting is next month. We are scheduled for April 12th @ 5:00 – 5:30 with the regular April Council meeting following at 6:00.
Treasurer Report – shut off letters will be sent.
Water/Wastewater/Facility Report – Pump is back on line and working great. He is going to be discharging soon. Manhole repairs need to be done. Keegan thanked Dan for all the hard work he did on the pump issue. Well was dropped 105 feet further than the last one. Well is pushing out over 100 gallons/minute.
Council Concerns: Rich was approached with a question on an enclosed trailer for aluminum cans for donation. Rich does have a dog kennel that he can donate. Discussion was made to put by the recycling bin. Kim bought up the trash cans at the park, and the problem with bees so close to the park. Dan suggested a bin with a flip lid, to help with the bee issue. Rich will check with Countryside disposal to see if he has a covered can for the park.

Motion was made by Jason Nurnberg with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 7:15 pm.

Board of Equalization Meeting – will be held Tuesday, April 12th from 5:00 – 5:30. The April monthly city council meeting will be moved to this date, following the Board of Equalization meeting @ 6:00.
Reminder – Street Parking Ordinance #27 is in effect – No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2”.
Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town by GB Feed and Supply. By recycling, this will keep our garbage rates from rising.
