Bellechester City Council

March 11, 2015

Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, Jason Nurnberg also Clerk Lisa Redepenning & Treasurer Kyle McKeown. Also present were Dan Howard and Sergeant Timm from Goodhue County Sheriff Department.

Minutes of February, 2014 meeting were approved as written – a motion by Kim Gilsdorf with a second by Rich Majerus to approve the minutes as written. Motion carried.

Bills were reviewed and a motion by Rich Majerus with a second by Kim Gilsdorf to approve and pay the bills as presented. Motion carried.

Public Forum – none

New business:

Approve AIR Dance Permit – Motion was made by Kim Gilsdorf to approve the dance permit with a 2nd by Paul Reding.

Review Insurance Renewal – Motion was made by Kim Gilsdorf with a second by Jason Nurnberg to approve the renewal of insurance. Motion carried.

2015 Annual Fire Truck Association Meeting – They are happy with the new pickup purchase, may be purchasing a van. They seem to be running out of room on existing vehicles. Roof repair is a couple of years away. Our share will be $1500 – $2000 for our portion of this repair. They received a grant for new air tanks from Homeland Security. They are looking for new treasurer and secretary.

Clerk Report – Liquor Licenses were sent out for renewal; Quarterly utility mailings will be done this month. Board of Equalization meeting notices, as well as April Council Meeting change will be in there. Also will followup on Dog Licenses that were not completed from last notice.

Treasurer Report – Past due utility list was distributed and reviewed. Shut off notices where sent. There will be 1 shut off done.

Water/Wastewater/Facility Report – Dan inquired about street sweeping from Goodhue. Dan suggested including Kyle in training that he attends. Motion was made by Kim Gilsdorf with a 2nd by Jason Nurnberg to approve training for Kyle McKeown for backup to Dan Howard. Alley by Dan’s house is breaking up if council wants to take a look at it. Rich will talk to Goodhue County about sealcoating around town. Dan will get a schedule of camera work of what was jetted last summer. Same cost a jetting. Motion was made by Rich Majerus to approve cameraing of sewer lines with a second by Paul Reding. 3rd pond discharge will be starting in April.

Council Concerns: Rich indicated that Greg Majerus can make the outdoor enclosed cabinet for the Community Center for city notices. Kim was not able to attend Ambulance meeting and inquired about getting the minutes from meeting. Rich indicated a defibrillator will be installed at bank in town. Paul indicated that there is no need for him to attend BOE as this will be his last term.

Sergeant Timm indicated that there has been some recent issues with bar and after bar time which has increased patrol in town.

Mayor Concerns: Baseball field overhang needs to be addressed and finished. Rich Majerus will talk to Kelvin Strauss. We may consider asking STS to possibly do that. Keegan Quinn will inquire about costs with that.

Motion was made by Kim Majerus with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 6:56 pm.

Notices

2015 Garbage Pickup Service Guidelines – If there is a holiday that falls on a Monday, garbage pickup will be done the next day.

Board of Equalization meeting has been set for Tuesday, April 14th @ 5:00 at the Community Center. The monthly City Council meeting for April will be moved to this date and will follow at 6:00.

“Draft” copies of the full version of Council Minutes will be available at the bank lobby for residents to pick up after they have been completed. Official approved versions will still be posted on city website after council approves them and condensed version in Messenger.

Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town.
