Bellechester City Council
June 10, 2015
Meeting was called to order by Mayor Keegan Quinn at 6:33 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, and Paul Reding also Clerk Lisa Redepenning & Treasurer Kyle McKeown as well as Dan Howard were also present. Absent were Council Members Kim Gilsdorf & Jason Nurnberg. Kevin Majerus from the Legion was also present.
Minutes of May, 2015 meeting were approved as written – a motion by Rich Majerus with a second by Paul Reding to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Rich Majerus with a second by Paul Reding to approve and pay the bills as presented. Motion carried.
Public Forum – Kevin Majerus – Legion Liquor License Renewal & Gambling Permit. Motion was made by to renew the Legion liquor license and gambling permit with a 2nd by Paul Reding. Motion carried. Rich Majerus – Window Building Permit. Motion was made by Paul Reding to approve the window building permit as presented by Rich Majerus with a 2nd by Keegan Quinn. Motion carried.
Baseball field shelter – Sentence to Serve did not return calls. Jason Nurnberg obtained a contact that provided building list and materials. Cost for repair came to $680 to replace the shelter. Field weed spraying was discussed. Motion was made by Rich Majerus to approve the replacement of the baseball field shelter with a 2nd from Paul Reding. Motion carried. Motion was made by Rich Majerus to issue the City of Bellechester a building permit for baseball field shelter with a 2nd by Paul Reding. Motion carried.
Street Repair – Rich received a quotes from Goodhue County and Rochester Sand and Gravel. $4500 from Sand and Gravel with hauling and digging out being done by someone else. County quote was $3454.50. This would put down 2”. Motion was made by Rich Majerus to hire the county to repair 2nd street by Union Avenue with 2nd by Paul Reding. Motion carried. The county suggest using “super chip” on streets for some of the other less traveled spots. It would be $45,000/mile. Rich will contact the county to provide a presentation and quote on this process and how it would hold up versus pea rock or doing nothing in the future. Also if our streets can have this process done to it.
Bellechester Signage – Tabled until street project quote.
Tree stump removal – Trent Witmer quoted $1000 for removal and cleanup. Will inquire about ash pile pickup as the same time. Motion was made by Rich Majerus to approve the cleanup of the stumps with a 2nd by Paul Reding. Motion carried.
Abandoned Homes – Could we use eminent domain for these properties? Will have to ask Wabasha County about condemnation process if necessary.
Comprehensive Planning – Discuss and prepare requirements
State Demographic Center – Review, Discuss and Approve population and household estimates. Estimates are good and no changes will be needed. Motion was made by Rich Majerus to approve the household estimates as presented by the state with 2nd by Paul Reding.
Clerk Report – Melroy Buck – 2 month’s payroll are included this month; Utility Bill Coupons – will be going out this month for 3rd Quarter; Tree Stump removal – Dan received a quote from Trent Witmer for $1000 to remove the pile of debris at the wastewater plant; Population and Household estimates – State Demographic Center estimates as of April 1, 2014 need confirming. If we agree, we do nothing; Comprehensive Planning – Here is what Mankato Professors would like to know about what we need/want to qualify for our project being used as a class studio course:
- Has there ever been a comprehensive plan prepared for your city? If so, when was the plan adopted and updated? We would also like to see a copy if one is available. NO
- Does your city participate in any regional planning efforts (i.e., Highway planning, sustainability)? Emergency Only – None other
- Do you have a zoning ordinance or zoning map available for review? Zoning map is available
- Your City Council expressed concerns about development of farmland around the city. Is the farmland you describe within the City’s jurisdiction? Yes – Church area. If not is it proposed for annexation or is it within a sphere of influence? Yes
- Aside from growth management are there any other community expressed issues you are aware of (i.e. housing, infrastructure needs, public services)? Upkeep and maintaining current services. Nothing was noted.
- Have your elected officials or residents expressed a vision for the future? Keeping on top of the town
Treasurer Report – 1 shut off notice will be sent
Water/Wastewater/Facility Report – Work was done on mower. As soon as stump removal is done, weed whipping will be done. We will get an estimate on fence repair. Black dirt is coming and Dan will get it spread.
Council Concerns: Rich indicated that the property lines needs to be verified if fencing is going to be put up by Tavern.
Mayor Concerns: Discussed liquor license requirements with Tavern.
Motion was made by Rich Majerus with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 7:25 pm.
