Bellechester City Council

July 13, 2016

Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council members Kim Gilsdorf, Rich Majerus, Jason Nurnberg and Paul Reding as well as, Greg Ruehl, and Dan Howard. Also present was. Kyle McKeown was absent.

Minutes of May, 2016 meeting were approved as written and a motion was made by Rich Majerus with a second by Kim Gilsdorf to approve the minutes. Motion carried.

Bills were reviewed and a motion by Kim Gilsdorf with a second by Jason Nurnberg to approve and pay the bills as presented. Motion carried.

Public Forum –

New business:

Building Permits:

Paul Huneke: Building permits x 2 (removal and new trailer in). Motion made by Kim Gilsdorf to approve building and demolition permit for 212. Second by Jason Nurnberg. Motion carried.

Favio Arceo: Building permit for 2 decks. Motion made by rich Majerus for building permit. Second by Jason Nurnberg.

Mark Gerhken reroof permit. Motion made by Kim Gilsdorf to approve. Second by rich Majerus. Motion carried

Notice of Filing advertised for open council/mayor positions posted in Zumbrota Paper.

Rich Majerus to enter talk with other cities within the county regarding zoning issues. Discuss again in October.

Add paragraph to minutes regarding residents taking care of noxious weeds and the definition of noxious weeds.

Old Business:

Dog Bite Ordinance – discuss – Tabled until October. Reminder in September to council

Treasurer to look into savings account balance discrepancy. $20,000 difference. Council to be emailed about finding, good or bad. Also check on CD’s. Greg Confirmed with the bank the day after meeting that there were in fact CD’s that equaled the amount of the difference that was questioned by the council. Issue resolved.

Water/Wastewater/Facility Report – Water inspection held, and passed.

Council Concerns: Bellechester Tavern. Insufficient funds. Also the liquor license expired. No cash by Monday bar will be shut down.

Mayor Concerns: None

Motion was made by Jason Nurnberg with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 7:35 pm.

Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town by GB Feed and Supply. By recycling, this will keep our garbage rates from rising.

Noxious Weeds: Please make sure that you are taking care of any noxious weeds on your property. Below is the definition of a noxious weed. Also included is a website that will define the types of noxious weeds that need to be taken care of by land owners.

What is a noxious weed?

The term “weed” means different things to different people. In the broadest sense, it is any plant growing where it is not wanted. Weeds can be native or non-native, invasive or noninvasive, and noxious or not noxious. Legally, a noxious weed is any plant designated by a Federal, State or county government as injurious to public health, agriculture, recreation, wildlife or property. (Sheley, Petroff, and Borman,1999) A noxious weed is also commonly defined as a plant that grows out of place and is “competitive, persistent, and pernicious.” (James, et al, 1991).
