Bellechester City Council
July 9, 2014
Meeting was called to order by Mayor Keegan Quinn at 6:35 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, and Jason Nurnberg also Clerk Lisa Redepenning and Dan Howard. Kevin Witmer, John Huenke and Keith Nardinger were also present.
Minutes of June, 2014 meeting were approved as written – a motion by Kim Gilsdorf and 2nd by Rich Majerus to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Kim Gilsdorf and 2nd by Jason Nurnberg to approve and pay the bills as presented. Motion carried.
Possible sale of Legion Building. Keegan met with city attorney Gorman and it is good and done in other communities. He offered to do it without legal fees to either parties. Deed and/or abstract to Legion and a copy of the Community center agreement is needed to proceed. $46 titling fee will be the only fee. Motion was made by Kim Gilsdorf to start the paperwork for the purchase of the Legion with an agreed upon verbiage from both parties and a 2nd from Paul Reding. Motion carried.
Keegan suggested to form a subcommittee to work on the contract with the Legion. Kim Gilsdorf motioned to elect Keegan Quinn and Rich Majerus to be on a subcommittee to work on the contract prior to the approval and a 2nd by Paul Reding. Motion carried.
Winter Road Maintenance Submissions – Review, Discuss & Decision – Witmer price was questioned on equipment and if it was big enough for handle big snow. Selection was tabled until we get more information from Witmer.
Preliminary Budget – Discuss. What big projects are needed for next year? Street fund needs increasing to cover street repairs. Clerk will get numbers to review for August meeting.
Clerk Report – Quarterly Utility Coupons – sent along with a lot of other information; Mail Ballots for Primary – sent by counties 6/27; Election Clerk Training – attended both counties training in June. Election judge training this month for both counties; Walmart purchase for envelopes for mailing; 1st Half County Tax Payments received- Wabasha $3774.08. Goodhue County = $14,377.33; Microloan Payment made 7/1 – $846.16; ACH setup – 2 more people signed up.
Treasurer Report – 4 utility disconnect warning letters were sent out to last month.
Water/Wastewater/Facility Report – Trent Witman looked at the ponds, and he can reach with his backhoe. We can possibly find blue clay. Liner is about $500 for 15ft lengths and pay by the yard and is available. Pump seals and bearings were bad and replacements were ordered. Infotech will do the sewer work. Work on fence on the east of plant. Stumps are on the fence too – will need to be moved. Dan will call. Warming house will be painted.
Mayor Concerns: Ordinance #5, Section 5 Service charges and rates may need to be modified for running water from house to an outbuilding. Church is paying for 2 hookups, and they inquired about other residences only had to pay for 1. Review for next meeting.
Council Concerns: Paul wanted to make sure that Kyle is getting trained on doing backup coverage for Dan.
Motion was made by Kim Gilsdorf to adjourn the meeting with a 2nd by Rich Majerus. Motion carried. Meeting was adjourned at 7:33.

Dog License Update/Renewal/Registration Form
The City of Bellechester is auditing and updating our dog license information and renewals for 2014. Pursuant to Ordinance #24, if you have a dog at your residence, a dog license is required and failure to have your dog licensed with the City of Bellechester could be subject to a maximum penalty of $700 fine or 90 day imprisonment or both. Forms were sent in your quarterly utility coupon mailing. Please update and return it with your $10/dog fee as well as a copy of your current rabies certificate that shows the period of rabies coverage for your dog(s). Renewals must be received by September 30, 2014.
