Bellechester City Council
January 13, 2016
Meeting was called to order by Mayor Keegan Quinn at 6:32 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people Kim Gilsdorf and Rich Majerus as well as clerk Lisa Redepenning, Treasurer Kyle McKeown and Dan Howard. Absent Council Jason Nurnberg and Paul Reding. Also present Jordan Erickson.
Minutes of November, 2015 meeting were approved with changes to council concerns and a motion was made by Rich Majerus with a second by Kim Gilsdorf to approve the minutes as modified. Motion carried.
Bills were reviewed and a motion by Kim Gilsdorf with a second by Rich Majerus to approve and pay the bills as presented. Motion carried.
Public Forum – Jordan Erickson, Countryside Disposal – Red Wing has raised rates for tonnage from $80 – $87.50/ton, but Countryside disposal prices will remain the same. Jordan researched another place in Rosemont – Washington county is taking it over for $70/ton. Red Wing currently only sorts and sells the existing garbage. Diamond bluff, WI has a transfer station also. Council asked him to research other transfer stations and if he finds one and it is less expensive, council instructed him just go with that one for us too.
Abandoned Home & Ordinance violations – follow up – no further information has been received on the Pete house. We will discuss further in spring.
Dog Bite Ordinance – Discuss- will discuss at a future date.
Appointments for 2016 need to be assigned. Motion was made by Kim Gilsdorf to keep the same appointments as for 2015 with a 2nd by Rich Majerus. Motion carried.

Legal Costs/Liquor Licenses – Review and discuss – Discussion may need to made with liquor license recipients at time of renewal.
- Brinkman Utility Charges – Review and Discuss – Household numbers are based on total number of people present in home – no changes.
Clerk Report – Legal Expenses: 2015 = $525, 2014 = $907.50, 2013 = 810.00; Liquor License = $1650; Board of Equalization Meeting – is set for Tuesday April 12 from 5:00-5:30 pm. We can move our meeting to this date following (regular meeting is usually the next day). Small City Assist – we received the 2nd part of this from the state to be for street repairs = $4080.50 and it was transferred to Street Fund; LGA – 2nd half payment received also = $10,804.50;
Wabasha and Goodhue Cty Tax payment received = $2548.64 & $13,690.64; Credit from Xcel – Due to a settlement regarding outages that occurred in 2014, Xcel credited us on this month’s bill in the amount of $253.62; December Garbage Income = $1192.07, Countryside Disposal Bill = $1255.90; Year-end Processing – will be done in January.
Treasurer Report – shut off letters will be sent.
Water/Wastewater/Facility Report – Dan passed out a letter from Empire regarding the damage that was done while they were here. They want us to pay for cutting off the taps at $1340, which was an expected expense and they will pay for the $4500 for the liners. Affected residents will have a 3-4 hour down time during this process. Thein Well took out the well on 12.15. There were some bacteria found and recommended acid washing the well. The revised estimate will be about $9000-$10,000 more. They recommend lowering the pump. DOH was here to camera the casing, which is cracked and where they think the oxygen is coming in. DOH will be back tomorrow to take further readings.
Council Concerns: Comp plan on website – pull the appendix and repost. Motion was made to remove appendix from the Comprehensive Plan on website by Kim Gilsdorf with a 2nd by Rich Majerus. Motion carried.
Mayor Concerns: Keegan turned in All Hazard Mitigation plan. Keegan looked in a ham radio test and system. We could set up this system in Bellechester with communication from Rochester to the Cities
Motion was made by Kim Gilsdorf with a second by Rich Majerus to adjourn the meeting. Motion carried. Meeting was adjourned at 7:12 pm.

Board of Equalization Meeting – will be held Tuesday, April 12th from 5:00 – 5:30. The April monthly city council meeting will be moved to this date, following the Board of Equalization meeting @ 6:00.
Reminder – Street Parking Ordinance #27 is in effect – No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2”.
Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town by GB Feed and Supply. By recycling, this will keep our garbage rates from rising.
