January 14, 2015
Meeting was called to order by Mayor Keegan Quinn at 6:31 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, and Jason Nurnberg also Clerk Lisa Redepenning & Treasurer Kyle McKeown. Dan Howard & Jordan Erickson from Countryside Disposal were also present.
Oath of Office for Re-Elected Officials was done.
Minutes of December, 2014 meeting were approved as written – a motion by Rich Majerus with a second by Kim Gilsdorf to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Jason Nurnberg with a second by Paul Reding to approve and pay the bills as presented. Motion carried.
Public Forum –Jordan Erickson – disposal fee will be increased to $80/ton due to Red Wing increasing their cost, in turn, will increase our cost. He presented a contract for 2015 with same pricing. Motion was made to accept the contract for Countryside Disposal for continued service for 2015 by Rich Majerus with a 2nd by Paul Reding. Motion carried.
Appointments for 2015 need to be assigned.

Motion was made to maintain the appointments as 2014 for 2015 by Kim Gilsdorf with a 2nd by Jason Nurnberg.
Kennel License – Change wording on requirement in Dog Ordinance for more than 4 dogs. Motion was made to repeal Ordinance 24 subdivision 7 by Jason Nurnberg with a 2nd Paul Reding.

No owner may own, harbor, feed, board, or keep more than two (2) dogs over 4 months of age on their premises without obtaining a kennel license.
Ambulance Association Report – percapital assessment increased from $3.00 – $4.00 on our current bill.
Clerk Report – 2 receipts not on claim report were from Runnings for $299.98 for heaters for pump house. We are now setup for tax exempt for future purchases at Runnings. OfficeMAX for W-2 forms with envelopes and a binder & separator sheets for bank statements for 2015.
All year end processing will be completed by Jan 31st. 4th Quarter Sales tax was paid, CTAS tax withholdings were updated, Federal Withholding was filed & paid and W-2 printed and entered online. CTAS Update – there are too many known bugs. Will wait a few more months before updating. Board of Appeals date for us is Monday, April 20th at 5:00. Checking on alternative date, this date has conflicts. 1st Quarter Utility Billing was sent and Dog Licenses are updated and complete. Direct deposit is available for Dan, now that he is salaried. Recommend budget transfers of $7,000 to Street Fund and $5000 to Park Fund for 2015 and transferring money to savings account. Motion to was made to make budget transfers as suggested by Rich Majerus with a 2nd by Kim Gilsdorf. Motion was made to transfer $20,000 from General Fund to Savings by Kim Gilsdorf with a 2nd by Jason Nurnberg.
Treasurer Report – Past due utility list was distributed and reviewed. Shut off notices will be sent.
Water/Wastewater/Facility Report – There was a leak in a house last week and there was a loss of 16,000 gallons.
Council Concerns: Rich inquired about his utility bill for his shop; the garbage is higher than other businesses in town. Rich presented a bill to pay for salt and sand that was used for the city.

Motion was made by Kim Gilsdorf with a second by Jason Nurnberg to adjourn the meeting. Motion carried. Meeting was adjourned at 7:23 pm.

2015 Garbage Pickup Service Guidelines – If there is a holiday that falls on a Monday, garbage pickup will be done the next day.
Board of Equalization meeting has been set for Tuesday, April 14th @ 5:00 at the Community Center. The month City Council meeting for April will be moved to this date and will follow at 6:00.
“Draft” copies of the full version of Council Minutes will be available at the bank lobby for residents to pick up after they have been completed. Official approved versions will still be posted on city website after council approves them and condensed version in Messenger.
Reminder – Street Parking Ordinance #27 is in effect– No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2 inches.
Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town.
