Meeting was called to order by Mayor Keegan Quinn at 6:32 p.m.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Jason Nurnberg, Richard Majerus also Clerk Lisa Redepenning, Treasurer Kyle McKeown & Dan Howard. Absent – Council member Kim Gilsdorf
Minutes of December, 2013 meeting were approved as written – a motion by Rich Majerus and 2nd by Jason Nurnburg to approve the minutes. Motion carried.
Bills were reviewed and a motion by Rich Majerus and 2nd by Paul Reding to approve and pay the bills. Motion carried.
Public Forum: None
Descriptions – Clerk, Treasurer & Water/Wastewater/Facilities job descriptions were reviewed and will be filed.
Response from DNR regarding Muskrat Issue at Wastewater Pond. Rich inquired about trapping 12 months of the year. Dan indicated that as long as it is within our fence. If Dan sees them, he will take care of and notify DNR.
2014 Appointments – Keep the appointments as the same as 2013 with Keegan Quinn taking over snowplowing. Motion made by Rich Majerus and 2nd by Jason Nurnberg. Motion carried.

Calling for snow plow: Keegan Quinn
Snow plowing – Councilmembers are getting calls regarding drifts. Keegan is now the contact for snowplowing issues. He will contact plower.
Snow fencing issue on 2nd street by trailer court – blowing across the street. Dan suggested putting up one next year.
Breakdown of utility charges and past due accounts for review. Rich had some questions on how do we verify how many people are in the household. Should the empty house charge be raised or made to be single household charge. Garbage issues were discussed. Will discuss further before next quarter’s billing.
Fund balances were discussed. Motion was made to approve the setup of a city website by Rich Majerus 2nd by Jason Nurnberg. Motion approved. Motion was made by Rich Majerus to put minutes in Messenger versus printing and hand delivery, 2nd by Paul Reding. Motion carried.
A computer was discussed for purchase for Treasurer. Motion was made to approve the purchase of a computer by Rich Majerus, 2nd by Paul Reding. Motion approved. ACH with the bank will have to stop without us paying $19.95/month. Tabled until February meeting.
Dan Howard discussed some equipment will need to be replaced. Oxygen sensor is no longer work and is not manufactured any longer. Dan is researching fixing it. Air packs at the WW plant are past expiration date. Jason Nurnberg indicated the tanks need to be inspected and recertified. Looking to see if the Fire Department can assist. Tabled until February so Dan can have some final numbers.

Reminder – All future council minutes will be in published in the Messenger starting in April. As soon as our city website is completed, they will also be available there. Further information on the website will become available in the near future. March minutes will be mailed with your 2nd quarter water bills.
Reminder – Street Parking Ordinance #27 is in effect– No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2 inches.
Upcoming Dates to note:
2014 Spring Board of Appeal and Equalization meeting is scheduled for April 14th. The monthly city council meeting will coordinate with this meeting and move to this date for the month of April. More information on this will follow in the upcoming months.
