Bellechester City Council

February 11, 2015

Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, also Clerk Lisa Redepenning & Treasurer Kyle McKeown. Sue and Allen Ray as well as Dan Howard were also present. Absent was Council Member Jason Nurnberg.

Minutes of January, 2014 meeting were approved as written – a motion by Rich Majerus with a second by Paul Reding to approve the minutes as written. Motion carried.

Bills were reviewed and a motion by Rich Majerus with a second by Paul Reding to approve and pay the bills as presented. Motion carried.

Public Forum – none

New business:

Community Drive Fund – Sue and Allen Ray presented the current documentation and history pertaining to the fund and indicated that giving was down, and now people are doing it through their employer and direct. Account is still active with a balance of $16.32. If you want it closed, we need council minutes and action on it. We will put it to the playground fund. Motion was made by Kim Gilsdorf to discontinue the community fund and deposit it to playground fund with a 2nd by Rich Majerus. Motion carried.

Review and approve Police Contract – contract runs for 2015 May 15 to September 15 and is the same contract as we had last year. What are the requirements that we must meet. Need to find and bring to meeting. Motion was made by Kim Gilsdorf to approve the contract with a 2nd by Paul Reding. Motion carried.

Clerk Report All year-end processing is completed and reports submitted to MN Auditor Office.

All state & federal forms are filed and paid. Would direct deposit be an option for employees not on salaried? Draft minutes to the Bank were a bit delayed in January. My printer died and I purchased a new one. This one has a bigger scanner on it as well as reducing and enlarging features, so I can do the sample ballots without having to have the bank do them. We are confirmed for Board of Equalization meeting for Tuesday, April 14th @ 5:00. I will put notices in minutes, as well as TV that the meeting will take place then, as well as the Regular meeting to be moved to that following the meeting at 6:00. Receipt for eFileMyForms is a charge to file the 1099 for Gorman for 2014. I will need to order more checks. Last ordered in 2010 and was $229.

Treasurer Report – Past due utility list was distributed and reviewed. Shut off notices will be sent.

Water/Wastewater/Facility Report – Some lights were replaced that were out. Someone lit the brush pile recently.

Motion was made by Kim Gilsdorf with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 6:58 pm.

2015 Garbage Pickup Service Guidelines – If there is a holiday that falls on a Monday, garbage pickup will be done the next day.

Board of Equalization meeting has been set for Tuesday, April 14th @ 5:00 at the Community Center. The monthly City Council meeting for April will be moved to this date and will follow at 6:00.

“Draft” copies of the full version of Council Minutes will be available at the bank lobby for residents to pick up after they have been completed. Official approved versions will still be posted on city website after council approves them and condensed version in Messenger.

Reminder – Street Parking Ordinance #27 is in effect– No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2 inches.

Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town.
