Bellechester City Council
December 11, 2014
The meeting was called to order by Mayor Keegan Quinn at 6:31 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Richard Majerus, and Jason Nurnberg also Clerk Lisa Redepenning & Treasurer Kyle McKeown. Dan Howard was also present. Absent: Councilmember Kim Gilsdorf.
Minutes of November 2014 meeting were approved as written – a motion by Rich Majerus with a second by Jason Nurnberg to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Jason Nurnberg with a second by Paul Reding to approve and pay the bills as presented. Motion carried.
Public Forum – none
Agreement for State Building Code Administration with Goodhue County – Review, Discuss and Approve – Motion was made by Rich Majerus with a second by Jason Reding to approve the agreement with Goodhue County as written. Motion carried. Rich suggested that maybe the contract be sent prior to the last month so if questions, it could be addressed before we approve.
Monthly Payroll Option for Dan Howard – Review, Discuss and Approve. Motion was made by Rich Majerus with a second by Jason Nurnberg to pay Dan $550/month plus mileage. Discussion was made on history of pay. This will be a starting point, and be adjusted in the future if needed. Dan was in agreement. Motion carried.
Clerk Report Update on meeting with Counties on General election voting results – voting turnout was low. Both counties will send ballots towards the end of the mail ballot period, versus the first day. Postings will be made again regarding mailing your ballots and not going to a polling place to vote.
Microloan payment of $12,508.00 will be made 1/1/15, with $1508 of interest and $11,000 toward principal. (2013 payments were $8000 to principal and $5872.50 to interest). 1st quarter 2015 Utility Bills will be sent this month. Payroll for Dan would end up being about $487.92/month after taxes and deductions. Wabasha County 2nd half taxes was received on 12/1 in the amount of $13,355.67.
Treasurer Report Past due utility list was distributed and reviewed. 1 shutoff will be done. Water/Wastewater/Facility Report – There is a pond seminar in April in Owatonna that will fulfill Dan’s required hours for licensure. Goodhue received a new sweeper, and Dan asked if they would consider coming to Bellechester. They will get back to us on a cost.

Motion was made by Rich Majerus with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 6:56 pm.

Barking Dogs There have been a few complaints about barking dogs. Please be aware that if you have a dog that is doing some excessive barking, the city does have ordinances against this. We ask that you show courtesy to your neighbors. If you feel that you need further help with this please call the Goodhue County Sheriff’s Department Non-Emergency number at 651-385-3155.
Reminder Street Parking Ordinance #27 is in effect– No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2 inches.
Recycling Please recycle whenever you can. There is a recycling bin located on the
north end of town
