Bellechester City Council Meeting Agenda

May 13th, 2019 @ 6:30PM

 

Meeting was called to order by Mayor Greg Majerus at 6:23 p.m.

Pledge to the flag.

Roll call was taken:  The council in attendance:  Mayor Greg Majerus, Council people Doug Majerus, Rich Majerus, Mark Gerken and Brian Ringeisen as well as Lisa Redepenning, Kyle McKeown

Minutes of April 2019 meeting were approved with motion was made by Mark Gerken with a second by Brian Ringeisen to approve the minutes.  Motion carried.

Minutes of April BOE 2019 meeting were approved with motion was made by Rich Majerus with a second by Doug Majerus to approve the minutes.  Motion carried.

Bills were reviewed and a motion by Brian Ringeisen with a second by Rich Majerus to approve and pay the bills as presented and include sampling bill to pay upon receipt.  Motion carried.

Old Business:

Bank Loan – update – meeting Thursday.

Wellhouse #3 Grant process-update

Rich spoke about grant for generator.  SAM number needed for this.  Estimate $1200 for complete generator and install on our part.  It was indicated that we fall in the 95% category of getting fully funded.  Do we want by hour or lump sum.  $75 – $80/hour for grant writer fee.  This cost of the grant would cover fully installed.  If grant was not received, it would cost the city $25,000 – $30,000.  Mark recapped the generator situation and need on how the generator would be a safety net in power outage for our community.

Motion was made by Rich Majerus with a second by Mark Gerken to approve the $1200 lump sum cost to start the grant process with WSD.  Motion carried.

New business:

Liquor Licenses – Approval of 2019-2020 Liquor Licenses.  Motion was made by Rich Majerus with a second by Mark Gerken to approve on condition – insurance and cleared checks are received prior to sending to state – to approve presented liquor license.  Motion carried.

Utility billing clarification on church was discussed as well as Legion being charged as commercial for utilities.  Change was made with all commercial properties being the same cost.

Council directed an invoice to Legion for $525 for insurance reimbursement.

Motion was made by Rich Majerus with a second by Brian Ringeisen to approve the hiring of Lisa Redepenning as new city clerk.  Motion carried.

Reibold property had until 4:00 today to pay all back taxes but appears to be moving items out of property.  It will be going on Sherriff sale.  It is commercial property.  Wabasha county is going to keep us informed on what will be occurring.  Discussion was done on options on the existing property and building.

Greg said community service is being done in the city.  We need to verify the coverage with the county.  Discussion was on items of work for them.

Mowing – Cory is mowing.  Co-Ed teams may want to play in Bellechester, but inquired on fee.  We do not charge fees for use of the field.  It is first come, first served.  If used for league, we would need to coordinate and inform public of use.  We need to get the field ready.  When ready for play, it is asked to keep off the field.  We will need to determine the condition of the bases, etc.  Information will be on website on field.

Clerk Report – None

Treasurer Report – Rich asked about the water billing switchover.  Sample billing will be available in June meeting.

Before 10/1 to county for property taxes for delinquent.  Note needs to be put in regarding this on 3rd quarter.

Water/Wastewater/Facility Report

Rich is looking for clay for pond.  Discharge will be done on both ponds.  Camera estimate is forthcoming.  Fencing work will be done.  Sweeping will be done in June.  Manholes in field will be cameraed and jetted.  Sealcoating can be done by community service worker.  Burn pile is for brush and leaves only.  We can get fined for all other items left here.

Mayor Concerns:  Concerns about recent event was discussed and upcoming events in town.  Bar closing is 1:00 and noise ordinance is in effect.  Will confirm with state about bar closing.

Council Concerns:    Rich had an inquiry about possible industrial/commercial property availability.  He looked at property with about 10 acres and offered suggestions.  We would need to make sure we can get water/sewer to this property that they may use if purchased.  Discussion.

Motion was made by Mark Gerken with a second by Doug Majerus to adjourn the meeting.  Motion carried.  Meeting was adjourned at 8:13 pm. Next meeting June 10, 2019.

Notices

Ball Fields – there is no fee for use of the ball fields.  It is first come, first served.  If you wish to use for Leagues, please contact the city so we can post.  Please refrain from recreational use of field space.

Burn Pile – Burn pile is for brush and leaves only.  We can get fined for all other items left here.

Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town by GB Feed and Supply.  By recycling, this will keep our garbage rates from rising.

Council meets the 2nd Monday of the month @ 6:30pm at the Bellechester Community Center.
