Bellechester City Council

August 13, 2014

Meeting was called to order by Mayor Keegan Quinn at 6:32 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, and Jason Nurnberg also Clerk Lisa Redepenning and Treasurer Kyle McKeown. Brian Gordon, John Huenke and Keith Nardinger were also present.

Minutes of July, 2014 meeting were approved as written – a motion by Paul Reding and 2nd by Kim Gilsdorf to approve the minutes as written. Motion carried.

Bills were reviewed and a motion by Rich Majerus and 2nd by Paul Reding to approve and pay the bills as presented. Motion carried.

Public Forum – Brian Gordon – Dueling Pianos Dinner Event. Street event planned due to advanced tickets being sold until the show, so number is unknown. 200 people in total are anticipated. 5:00 start until 10:30 with a DJ afterwards. The street will need to be closed. Sept 13th is the date. Rain or shine event. DJ will be on lawn. Rich Majerus wants the clerk to notify the Sherrif Dept when a Dance permit is issued in the future. A motion to approve a dance permit to cover this event was made by Kim Gilsdorf and a 2nd by Rich Majerus. Motion carried. Brian also asked if new building was constructed, could a metal roof be done on a commercial building. The county would need to be contacted on specifics on building requirements.

Old Business:

Purchase of Legion Building – Review and Approve Contract. Gorman was still writing the contract and it has issued most of our concerns. Keegan preferred the lease and contract to be signed at the same time. Kim agreed. Contract and lease will be brought forward at Sept meeting. Motion was made to preliminarily pre approve the contract and lease based on points brought to meeting and pending any objections by any council member when it is done, was made by Rich Majerus and second by Kim Gilsdorf. Motion carried.

Winter Road Maintenance Submissions – Review, Discuss & Decision. Rich talked to Trent Witmer and told him on pickup charge. No contact was made after this discussion. Council wants someone who would make us a priority. September meeting will be final decision. Posting will be done at the end of July minutes Tabled until September.

New business:

Ordinance #5, Section 5 Service Charges and Rates – Review, Discuss & Decision

It was suggested if connection is coming from the main to additional location, it would be considered 1 if no rent is collected. The resident rates addressed in section B covers this and we changed the empty house rate. Ordinance is to stay as written.

Preliminary Budget – Review & Discuss. Will be redone and distributed at Sept meeting for approval.

League of MN Insurance Appraisal Report – Review Appraisal Values Concered that the ponds went down. What does this covered and mean for specifically for ponds and community center. Is it full replacement cost or depreciated costs? Clerk will contact Flom Insurance for detailed description of values. Decision will be made next month.

Park Issues – cleanup and slide. Kim Gilsdorf was asked about park conditions. Kids are getting shocked as they grab the slide. Rich Majerus can put more gravel down, and Dan Howard can have weed whipping down and weeds pulled.

Trailer Parked on Street – 2nd Street. Keegan Quinn indicated that trailer was moved today and Rich Majerus was going to talk to resident.

Clerk Report – Election judge training – attended both counties training in July. Next session is in September; ACH setup – 1 more person signed up.

Treasurer Report – shut off notices were sent.

Water/Wastewater/Facility Report – Trent Witmer finished all the damage and discharge is occurring. Mark Gerken shut off should be replaced. Motion was made by Kim Gilsdorf to replace the water shut off for Gerken and fix warming house window before winter with a second made by Jason Nurnberg. Motion carried.

Motion was made by Jason Nurnberg to adjourn the meeting with a 2nd by Kim Gilsdorf. Motion carried. Meeting was adjourned at 7:44.

Dog License Update/Renewal/Registration Form

The City of Bellechester is auditing and updating our dog license information and renewals for 2014. Pursuant to Ordinance #24, if you have a dog at your residence, a dog license is required and failure to have your dog licensed with the City of Bellechester could be subject to a maximum penalty of $700 fine or 90 day imprisonment or both. Forms were sent in your quarterly utility coupon mailing. Please update and return it with your $10/dog fee as well as a copy of your current rabies certificate that shows the period of rabies coverage for your dog(s). Renewals must be received by September 30, 2014. Candidacy Filings – Keegan Quinn filed for open Mayor position and Jason Nurnberg & Kim Gilsdorf filed for open council positions.






Notice is hereby given that the City of Bellechester will conduct Municipal Elections in conjunction with the State and Federal Election being held on Tuesday, November 4, 2014 for the offices of two (2) Council Members for a term of four (4) years each and office of Mayor for a term of (2) years.
