Bellechester City Council
August 12, 2015
Meeting was called to order by Mayor Keegan Quinn at 6:30 p.m.
Pledge to the flag.
Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, and Rich Majerus as well as Dan Howard were also present. Absent Council member Jason Nurnberg, clerk Lisa Redepenning and treasurer Kyle McKeown.
Minutes of July, 2015 meeting were approved as written – a motion by Rich Majerus with a second by Paul Reding to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Rich Majerus with a second by Kim Gilsdorf to approve and pay the bills as presented. Motion carried.
Public Forum – Sen. Matt Schmit – gave a legislative update
Bellechester Signage – Tabled until water expense is determined.
Abandoned Homes – Rich talked to Dave Pete and there may be a possibility of sale of his property. Tabled until next month.
Well #4 Rehabilitation – Dan met with a representative from the Dept of Health and they looked at the wells. Cracked casing may be the issue. Grants are available through the Legacy Fund, since we are in the process of Wellhead Protection work. Dan suggested pursuing grant money for a generator also for backup purposes. Generator choices – Option 1 will power the pump only, Option 2 powers everything else. Motion was made by Kim Gilsdorf with a 2nd by Rich Majerus to proceed with Option 1, for a generator from Knobelsdorff for $2421. Motion carried. Motion was made by Rich Majerus with a 2nd by Kim Gilsdorf to go ahead with Thein Well on the necessary rehabilitation work to be done on Well #4 at a cost of $14,930. Motion carried.
Street Repair Quote & Other Street Work – Rich contacted the Highway Dept at Wabasha to come and look at a solution as well as get Goodhue County to come back again. Cement needs to be poured on the south side of Majerus Garage. Rich would like to pour cement by his shop and remove the blacktop and pour cement. Motion was made by Kim Gilsdorf with a 2nd by Paul Reding to approve repair the street by his shop for the city. Motion carried.
Fence Repair Quote – $1500 to repair the fence. Motion was made by Kim Gilsdorf with a 2nd by Rich Majerus to have Caron Fence to repair the fence by the sewer pond. Motion carried.
House Number for Police/Fire/Ambulance – There was a recent incident, and it requested that every resident have numbers on their house large enough to be read from the street.
2016 Budget – Budget numbers were discussed. Police protection was discussed. We can call the county if a resident feels that there is a certain time of day that we need to adjust our policing contract with them. Water and Sewer fees were discussed considering the upcoming repairs to our wells. We will look into other communities to see what they are charging for water and sewer and reevaluate our current charges.
Clerk Report – budget summary worksheet is included for 2016 budget numbers for your review. Some numbers changed from 2015. Expenses so far this year were divided out for 12 months to get numbers for 2016.
Treasurer Report – One disconnect letter will be sent out.
Water/Wastewater/Facility Report – Dan will be attending water school in September. Dan will start be flushing in September as well as discharging in September.

Motion was made by Kim Gilsdorf with a second by Rich Majerus to adjourn the meeting. Motion carried. Meeting was adjourned at 7:54 pm.

House Numbering – To increase safety concerns, the city is asking each resident place their street number on their house to allow for safety personnel to find your house more easily in times of emergencies. Any time earned in finding your home, could result in saving life or property. Please make these numbers large enough to be viewable from the street.

Dog License – renewals will be in your 3rd quarterly billing and are due October 1st. If you have any additions to your household of a family pet, please contact us for a license.
