Bellechester City Council
April 14, 2015
Board of Equalization Meeting was called to order by Mayor Keegan Quinn at 5:00 p.m. The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, and Jason Nurnberg & Kim Gilsdorf. Also in attendance was Clerk Lisa Redepenning
Representatives from Goodhue County & Wabasha were here to discuss taxes. A tax rate comparison was passed around to council to review. Board of Equalization training will now be handled online. Goodhue County received a call from the Sharon Allen property regarding value. They are recommending a reduction in value on this property due to water damage and overall condition. Land value will remain; house is where the value will be reduced. $29,000 is the value of the house. Original value was $75,000. $24,400 reduction was recommended. Motion was made by Kim Gilsdorf approve the reduction in the value on the Sharon Allen property to $51,100with a second by Jason Nurnberg. All in favor. Motion carried.
With no citizen appearing, meeting was adjourned at 5:32.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, and Jason Nurnberg also Clerk Lisa Redepenning as well as Dan Howard were also present. Absent were Council Member Kim Gilsdorf, Richard Majerus, and Treasurer Kyle McKeown. Ken Strusz & Joe Carlino were also in attendance.
Minutes of March, 2014 meeting were approved as written – a motion by Jason Nurnberg with a second by Paul Reding to approve the minutes as written. Motion carried.
Bills were reviewed and a motion by Jason Nurnberg with a second by Paul Reding to approve and pay the bills as presented. Motion carried.
Public Forum – Ken Strusz informed us of an increase of 3 people in his utility bill. There will be 2 dogs also and he inquired about dog license requirements.
Joe Carlino introduced himself was welcomed to town
Baseball field shelter – Tabled – Keegan will get info for next meeting.
Street Sweeping – Goodhue will charge us $150/hour. Unit is self contained and dust will be minimal. Motion was made by Jason Nurnberg with a 2nd by Paul Reding to approve City of Goodhue to come do street sweeping. It can be done as soon as Wednesday. Keegan brought up that 2nd and Union has a large part of asphalt that is missing, broken up and is deep. Majerus Garage will be notified so they can move.
Summer Mowing – Dan is setting up the mowing for the summer.
Bellechester Signage – background information was given by the clerk regarding the signage. Tabled until next month with full council.
Worker’s Compensation Renewal – Motion was made by Paul Reding to renew the worker’s compensation insurance with a 2nd with Jason Nurnberg. Motion approved.
Clerk Report – Quarterly utility mailings were assembled and mailed; Quarterly Withholding, Sales Tax & Unemployment taxes were filed and paid.; I inquired with Goodhue County on population signage for Bellechester. Included in your packet is the cost for discussion.
Treasurer Report – none.
Water/Wastewater/Facility Report – discharge was done, with 2nd round in May. Snow fences are out. Flushing of hydrants will be May 23rd. Mowers are running and blades will be sharpened. Warming house repairs will need to be done. Flood light is broken and will be repaired.
Council Concerns: Garbage bags are being left at burn pile. Vaseline was placed on the playground equipment. Keegan will check it out Saturday.
Mayor Concerns: – Street needs to be repaired on 2nd and Union. A temporary fix will need to be done. There is some rock at the Wastewater Treatment plant that might be available to fix. Paul and Keegan will look at it this week-end. Dan will need black dirt to finish the repair of the muskrat damage. Dan will be gone the remainder of the week – Greg will do readings.
Motion was made by Jason Nurnberg with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 6:26 pm.

Please remove brush and leaves from plastic bags prior to dumping it in the city brush pile.
2015 Garbage Pickup Service Guidelines – If there is a holiday that falls on a Monday, garbage pickup will be done the next day.
“Draft” copies of the full version of Council Minutes will be available at the bank lobby for residents to pick up after they have been completed. Official approved versions will still be posted on city website after council approves them and condensed version in Messenger.
Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town.
