Bellechester City Council

October 14, 2015

Meeting was called to order by Mayor Keegan Quinn at 6:32 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Jason Nurnberg, and Rich Majerus as well as clerk Lisa Redepenning and treasurer Kyle McKeown and Dan Howard. Absent was council member Kim Gilsdorf. Also present Ken Strusz and Susan Majerus. Russell Fricano, Hannah Rybak, Mike Creelman, Chris Hedin, Phillip Haugen & Mike Anderson from Mankato State.

Minutes of September, 2015 meeting were approved as written and a motion was made by Rich Majerus with a second by Paul Reding to approve the minutes as written. Motion carried.

Bills were reviewed and a motion by Paul Reding with a second by Rich Majerus to approve and pay the bills as presented. Motion carried.

Public Forum – MSU students continued the Comp Plan discussion and questions from Open House held before meeting.

Ken Strusz presented plans for a new garage for building permit approval. Motion was made by Rich Majerus with a 2nd by Paul Reding to approve the building plans as presented. Motion carried.

Old Business:

Bellechester Signage –Tabled until next meeting.

Abandoned Homes – letter needs to be sent to make it safe.

Street Repair Quote – ongoing and will be removed from agenda.

Water/Sewer Rates – Discuss & Approve – Rates will be set as base rate water to $34.25 with .50 for each additional person and sewer base rate of $25.00 with .50 for each additional person. Garbage rates were unchanged. Motion was made by Rich Majerus to set rates as discussed with a 2nd by Paul Reding. Motion carried. Motion was made by Paul Reding to set commercial base rates for both sewer and water to match new rates with a 2nd by Rich Majerus. Motion carried. Special charge accounts were discussed and rates were adjusted for them. Motion was made by Rich Majerus to approve the special account rates as discussed with a 2nd by Paul Reding. Motion carried.

New business:

Ordinance Violations – Discuss – letters will be sent. Motion was made by Jason Nurnberg with a 2nd by Paul Reding to send letters to the 3 addresses that were complained about. Nurnberg, Reding in favor, Majerus opposed. Motion carried. All future complaints will be brought to council for approval prior to mailing.

Clerk Report – Quarterly billing went out; continuing to work with Mankato students on Comp Plan; working on filling out Grant for water project; filed sales tax, federal & state withholding taxes.

Treasurer Report – shut off letters will be sent.

Water/Wastewater/Facility Report – Generator has been installed. Discharge is still in progress. Thein well will start in November. Midwest pipe will come to camera the collection system area.

Council Concerns: None

Mayor Concerns: All-hazard meeting with be tomorrow at county that Keegan will try to attend. Playground wood chip concern by resident was brought to Keegan’s attention. It is low and there was an injury. Will be addressed and repaired in spring.

Motion was made by Jason Nurnberg with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 8:07 pm.

Notices

House Numbering – To increase safety concerns, the city is asking each resident place their house number on their house to allow for safety personnel to find your house more easily in times of emergencies. Any time earned in finding your home, could result in saving life or property. Please make these numbers large enough to be viewable from the street.

Comprehensive Plan Timeline

The timeline for the completion of the Comprehensive plan will be:

  • November 11th – input from the public meeting will be used to draft the comp plan will be presented and get input from the Council.
  • December 9th – Final comp plan adopted by the council that evening

At any time during this process, residents are welcome to the next 2 monthly meetings and take part in the planning process. All are encouraged to come.

Reminder – Street Parking Ordinance #27 will be in effect soon– No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2 inches.

Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town by GB Feed and Supply. By recycling, this will keep our garbage rates from rising.
