 Bellechester City Council

November 11, 2014

Meeting was called to order by Mayor Keegan Quinn at 6:31 p.m.

Pledge to the flag.

Roll call was taken: The council in attendance: Mayor Keegan Quinn, Council people, Paul Reding, Kim Gilsdorf, Richard Majerus, and Jason Nurnberg also Clerk Lisa Redepenning & Treasurer Kyle McKeown. Dan Howard was also present. Absent: Councilmember Kim Gilsdorf.

Minutes of October, 2014 meeting were approved as written – a motion by Paul Reding with a second by Rich Majerus to approve the minutes as written. Motion carried.

Bills were reviewed and a motion by Rich Majerus with a second by Jason Nurnberg to approve and pay the bills as presented. Motion carried.

Public Forum – none

Old Business:

Dog License Renewals – Review & Update – List was reviewed. Final work will be completed next week.

New business:

Canvass General Election Results – Review and approve. Motion was made by Rich Majerus with a 2nd by Jason Nurnberg to approve Canvassing the General Election Results. There were a handful of people who did show up to vote at the community center. Will discuss more for next election season.

Approval Final Levy – Motion was made by Jason Nurnber with a 2nd by Paul Reding to approve the final levy, setting it at $35,000 for 2015 keeping the level the same as 2014. Motion carried.

Assessments – Review and Approve – S. Allen property will be sent to county to assessments for past due amount. Motion was made by Rich Majerus with a 2nd by Jason Nurnberg to send to 1 parcel to county for assessments.

BCCA discussion – Insurance increase and planned upgrades needs to be discussed with the BCCA committee. Will verify insurance replacement costs with Flom.

Homeless Person – Wabasha County indicated there is not much for city to do with the house in city limits that may not be deemed livable.

Clerk Report – CTAS update is complete has been received from State Auditor’s Office. Will install in December; Legion rent payment for 2014 & 2015 will be sent for $2.00; Will be meeting with both Goodhue and Wabasha Counties in December to discuss general election issues.

Treasurer Report – Utility list was distributed and reviewed.

Water/Wastewater/Facility Report – Another shut off was done. Discharge is completed and ready for winter. No muskrat issue at ponds. Dan needs 8 hours to renew is Wastewater license by the expiration in May of 2015. Motion was made by Rich Majerus with a 2nd by Jason Nurnberg to approve Dan to take wastewater classes to keep his license current. Wellhead protection plan is needed to be completed within the next 2 years. MDH does help out communities of our size.

Council Concerns: Norm Blattner contacted Paul about street light out across his street.

Mayor Concerns: Closed meeting for employee evaluations.

Meeting was closed at 7:09.

Meeting was reopened at 7:16.

Motion was made by Jason Nurnberg with a second by Paul Reding to adjourn the meeting. Motion carried. Meeting was adjourned at 7:16 pm.

Notices

“Draft” copies of the full version of Council Minutes will be available at the bank lobby for residents to pick up after they have been completed. Official approved versions will still be posted on city website after council approves them and condensed version in Messenger.

Barking Dogs – there have been a few complaints about barking dogs. Please be aware that if you have a dog that is doing some excessive barking, the city does have ordinances against this. We ask that you show courtesy to your neighbors. If you feel that you need further help with this please call the Goodhue County Sheriff’s Department Non-Emergency number at 651-385-3155.

Reminder – Street Parking Ordinance #27 is in effect- No Motor vehicle shall be left parked on any street(s) in the city from Nov. 1-April 1 for the hours of 2am until 6am with snow fall of more than 2 inches.

Recycling – Please recycle whenever you can. There is a recycling bin located on the north end of town.
